Is tilling necessary for clay soil amendment?

Tilling clay soil usually does more damage than good. While conventional methods of gardening talk about turning the soil, which clay soil doesn't do well mechanically, I've seen tilled clay gardens that had worse compaction than non-tilled areas. Management methods that resulted in less overall soil disturbance yielded better outcomes.
